Why can't I access the internet & hyperlinks in Outlook 2003?

When I'm in Outlook 2003, I can't control+click to open hyperlinks. Can't
even access Microsoft Office Online help! How can I fix this?

I've already tried start+access defaults+custom+drop down+Internet
Explorer+enable+OK -- but still doesn't work.
