Why can't I add a 3-D shadow to a shape?

In Publisher 2000, I can add a shadow to a shape, but when I try to add 3-D
effects (ie: change the depth, direction or lighting) the menu is greyed out.
Anyone know why?

Workaround, copy the shape, do a shadow, send it to the back. The 3-D part will not
be shadowed but the initial shape will appear to have a shadow.

Because Microsoft have chosen not to allow you to add 3D effects and a
shadow to an object at the same time?
