Why can't I change my folder view settings?

This one has been bugging me for so long.

In Windows Explorer/My Computer, I like to see my directories in two panes,
with all the tree and files listed in the left hand, and the subset in the
right.

No matter how many times I click on "Folders" in the navigation bar to
display it in two panes, and no matter how many times I go to Folder Settings
and "change all folders to have the same view as this" etc etc, it just won't
work and I have to set up my view every time I open Explorer.

This is the same in Windows 2000 and in XP, and on various different
computers.

Help!
