Why can't I Correct my Default Margins?

My margins in Microsoft Word is way off and I can't seem to correct them.
They are reading 1" top Margins but they are way down on the page. Is there
anyway I can correct this problem?

Is the grey part of the ruler showing as being along way down the page
or is it the point at which you can type that is so low down?

On the Layout tab of Page Setup, make sure the vertical alignment is set to
Top.
