Why can't I create new msgs, replies or forwards?

[Confused]

When I try to create new messages, reply to emails or forward other emails, I
get a small box listing the regular toolbar options: File, Edit, View, etc.
I am unable to create any new message or reply/forward others. I have
Outlook 2003...can someone please assist? I'm going nuts trying to figure it
out -- I've tried rebooting and searching posts. Thank you!!!

If you grab the corner and drag it, does the full message appear?

Post all replies to the group to keep the discussion intact. All
unsolicited mail sent to my personal account will be deleted without
reading.
