Why can't I drag JPG files from Outlook to MS Office Picture?

I used to be able to click on picture icons received in MS Outlook and drag
them into Canon Zoombrowser. I can open the picture with MS Picture Manager
but not drag it into that program or Canon Zoombrowser.

When trying to fix or repair Picture Manager, I received an error message
1919. Error configuring ODBC data source MS Access Database, ODBC error 6.

Help ? Please ?
