Why can't I insert a row into an excel sheet.

I am getting a error message: To prevent loss of Data, Excel cannot shift
nonblank cells off the worksheet etc. Never saw this before

Excel believes you have an entry or comment in the last row or column of
your worksheet. Go the end of your data, select all rows below and deleted.
To the far right of your data and delete all columns to the right. Save,
close and re-open the workbook.
