Why can't I install an Office 2000 update?

When I try to install Office 2000 Service Pack 3 for Office 2000 SR-1 Disc 2
and Publisher 2000 SR-1 (English version), I get a request for the install
disk. The install routine does not recognize the install disk (I have the
original), and gives the error message that it cannot find DATA2.MSI,
although I can search for and find that file on the install disk. I have
tried downloading and installing the longer fix (that is not supposed to
require the install disk), but I get the same result.

Any suggestions would be very much appreciated.
