Why can't I save my note flag customizations?

I have tried several times to customize my note flags. Everything works fine
until I exit the program. The customizations do not show up the next time I
open the program. Does anyone know why this is happening?

Do other settings made under Tools | Options survive a restart?

Try this: Close OneNote, then move or delete the preferences.dat file
found in C:\Documents and Settings\{yourname}\Application Data\Microsoft
\OneNote

Then restart OneNote. The preferences.dat file should be recreated. Try
to customize a note flag and see if it survives the restart. If it works,
you'll have to re-do some of the settings in Tools | Options.
