Why can't I see an inserted picture in Publisher?

When I insert a picture or graphic in Publisher I see the boundary, but not
the picture. What can I do?

Also I was able to insert a clip art on the first page, but when I opened
the document up later it was not showing. By clicking on Print Preview it was
there.
