Why cant i send a email, but I can recieve

I have a laptop, at work we have wireless and I have no problem sending and
receiving emails, but at home I have dial up and I can receive email, but get
errors when trying to send email.

What errors? What account type? And while we're at it: what version of
Outlook?

Outlook 2003, account type? Sending errors says sending reported error
(0x8004210B): The operation timed out waiting for a response from the sending
(STMP) server. If you continue to receive this message contact your server
administrator or internet service provider.

Is your SMTP server at a private ISP, or is it your employer's mail
server? If the latter, it may be protected by a firewall - check with
your employer's mail admin.
If a private ISP, then your home Outlook may not be correctly configured
for the SMTP (outgoing mail) server. Compare your settings with the
setup at work.

When you're at home, you're likely using a different ISP than the one you
use at work. Consequently, trying to send using your work ISP's server
while connected to your home ISP won't work. You should use the server of
the ISP to which you are connected. in order to send mail.

Do NOT describe an error. Copy it! You should munge out a username,
if shown, for privacy concerns. Go into the Progress Dialog and copy
the exact error message displayed. It doesn't just say an error code.

Are you trying to access the same mail server at home that you can
successfully connect to at work? Does your workplace allow you to
connect to their mail server when NOT on their network? That is, it
is very likely that an employer will not allow off-domain access to
their mail server for sending through it to prevent abuse of their
resources. Configure the e-mail account within Outlook to
authenticate to their server; however, it is likely that you need to
access their mail host through a VPN to secure the content of your
company-related e-mails, to authenticate you have permission to use
their mail host, or may even not provide off-domain access at all and
require you to use a webmail interface to their mail host, like
Outlook Web Access through a web browser.

You'll need to discuss accessing your company's mail host with your
company's mail admin or IT department.

Define a different mail profile: one for work, one for home. Do not
select a default mail profile. That way, you get prompted when you
load Outlook as to which mail profile you want to use during that
Outlook session.

Control Panel -> Mail
Show Profiles
