WHY CAN'T I SEND AND RECEIVE EMAILS?

All of a sudden my computer won't let me send or receive emails, a pop-up
window says, "Receiving reported error (0x8004210E) 'your mailbox is
temporarley unavailable because another e-mail is being delivered to it or
another mail application is accessing it. The server responded; -ERR The
reference account is currently locked out and may not be logged into." What
can I do?
