Why can't I send emails with pictures sent using Outlook?

I can receive emails with pictures, but I can't send those same emails as a
forwarded messages. What do I need to do to fix this?

What happens when you try?

What version of Outlook? Were the images actually included in the message
or were they really just lnks?
