Why can't I toggle between signatures in 2003?

Our IT people just changed Outlook to 2003. I work on multiple projects,
each requiring a separate signature. In the previous Outlook I was able to
simply right click on the signature to change it. 2003 wants me to go
through several steps to change signatures. Also I noticed in the old
version I wasn't able to highlight my signature and cut and paste, but with
2003 I can.

Sounds like you have switched from using Word as your email editor to using Outlook's built-in editor, which has different features. Tools | Options | Mail Format
