Why cant install Office 2003 with MST? Some components already exist

Hello,
I need to install Office with MST? Some components already exist eg.
Outlook. But when i install Office over the top of Outlook it does
nothing.
Both were installed by the same user using MST.
When i run the second MST, the event vwr says that it installed fine,
but, in c:\prog\mOffice\office11 there are no extra files and the
original outlook remains.
My office pst at first did not uninstall previous versions, it just
added to what was there (that didnt work)
So i changed it so it removes the previous version first and that still
did nothing.
Any ideas?

The Custom Installation Wizard for Office 2003 imitates a user installing a new product manually. Once a product is installed the
MST is ignored in later product runs. To modify a product you can use the Custom Maintenance Wizard's .CMW files.
