Why can't Visio 2003 kern fonts correctly?

The problem is this: Visio 2003 does not display text containing
8 pt Tahoma text correctly. The resulting text is quite strange,
with seemingly random spacings between the characters. It's readable,
but is very poorly kerned. I've already experimented with the
character spacing setting, but it is of no help. Also, I have the
anti-aliasing turned off, as I don't want it.

I have used Visio (from Office 2000) in the past to create diagrams
for an internal website. I would create the diagram in Visio,
then capture a region of the screen while Visio is in print preview
mode to create a gif file. I'd like to continue this in Visio 2003.
Every other MS application appears to render 8 pt Tahoma correctly;
why can't Visio 2003?
