Why can'y use the properties box

When I open my form in view mode (double-click), then choose design view on
the menu bar, I am unable to use the properties box.
It is "locked", unresponsive, tabs won't change, can't even click on X to
close it.

If I begin by opening the form in design view, the properties box works
fine.

Help?

The property sheet can only be effectively edited in Design View. Why it
even displays in Form View is one of those questions like "What is the
meaning of life?" The Microsoft developer who thought it was a good idea is
probably long gone by now.

While in Design View, go to the "Other" tab and change the "Allow Design
Changes" property to "Design View Only"
