why checks will not go into check box

When trying to put x's in checkbox I always get checkbox form field options
window and I click default value as checked then x's will go into box
otherwise x's will not go in unless I do this. What did I do to cause this?

If the form is protected, you can click in the box to check it, or, if you
Tab into it, you can check it by pressing the spacebar. Forms are not meant
to be used unprotected.
