Why did Outlook 2002 web links sudenly get slow?

Web links in Outlook 2002 used to be almost instantaneous. Something changed
(about the time SP3 was downloaded but I can not be sure that caused the
problem). Links now take about 15 seconds to connect. Opening IE 7 directly
is very fast.

I am using a new Dell Inspiron 530 with 3.2 gig of RAM and XP home with SP3.

Thanks for any help you might have.
