Windows XP Service Pack 2 applies a WHOLE LOT of super paranoid security
features. Some of these prevent certain types of code from running, similar
to how Outlook might complain if you get HTML email with VBScript in it.

The first thing you should do is goto http://support.microsoft.com and do a
search on "XP SP2 Access97" or something like that to see if this problem is
documented.

You might also get lucky by reinstalling the Access runtime (or Access
itself?) to make sure it has all the magic dll files and stuff that it
needs.
