why do folders in onenote get larger despite deleteing pages?

When I save/send content - eg webpages - to onenote folders, they grow in
size (in kB) but they don't reduce when I delete pages - i.e. they just keep
growing. How do you stop this? Do they just get larger, using more storage?

Look in Tools | Options | Save.

There is a setting there which controls how long OneNote waits before
running its optimization routine. Try reducing that number, or just waiting
that long to let the optimization run. You can also trigger a manual
optimization, and tweak how much the file needs to be "shrunk" before running
optimization.
