Why do I get a blank file when saving in Picture Manager?

I am opening a 12MB scanned map (in .JPG format) and cropping it. When I
save it (using Save, Save As or Export) I get a blank file (of some size)
saved.

This is for work and I realize there are other applications that can be used
to do this but Picture Manager is on all our users' machines and an easy
application to use (usually). We are using Windows 2003 server and Windows
XP Pro with Office 2007.
