Why do I get a dialog box pop up when I try to open a hyper link

When I recieve an e-mail with an hyperlink and I click on it a dialog box
pops up almost like I'm supposed to save it to a directory.

the dialog box says "locate link browser"

I can't figure out how to change the settings. The links worked at one time.

Any ideas??
