Why do I get garbled characters contained in inbound messages?

Examples are:  Of all the gifts you could give our U.S. Military,
Prayer is the very best one!ÂÂ
           God will Love You for helping

Spread His Word.ÂÂ

Because the sender is using a different character encoding than you are.
