Why do I get "need administrative version" for updates?

I get a "need administratrive version" for some updates, e.g., XP SP3, but do
not know why. I installed an old version of MS Windows and Office 97 on a
"white box" when I built it. Then did upgrades to 98 and then XP (Windows
and Office). How do I "undo" the administrative version issue, or at least
find out what's causing it.
