why do I need permissions when not using MS Exchange?

same as above. I'm trying to copy of cd of contacts from my old computer
into my new outlook and I'm denied access to open the folder!

Make sure the PST you're trying to open is writeable. Copy it from the CD on
to your hard drive and remove the read-only attribute from the file
