Why do lines move?

When creating documentation, I sometimes paste a "Print
Screen" graphic into a Word document. In the previous
versions of Word, I was able to place a line (from the
drawing toolbar) anywhere on the document and it stayed
where I put it. In the current version, (Word 2003), when
I place the line anywhere on the graphic image, it
automatically moves to the top of the image. What am I
doing wrong?

The picture is inline (in the text layer); the line is in the drawing layer.
You need to make the picture wrapped so it's in the drawing layer (and you
might also want to enable the drawing canvas--General tab of Tools |
Options--to facilitate working with multiple drawing objects).
