Why do new messages always open maximized?

Whenever I open Outlook 2003, the main window always starts out "out of
focus" (i.e. the title bar is faded as if there were another window "in
focus" on top of it) and always at the top of the screen instead of where I
put it last (it isn't maximized). Then, when I create a new message, the
message always starts maximized, at least, every time I close and reopen the
program it does. If I resize it and leave Outlook open, then new messages
will stay the size I put them at, but otherwise they default to maximized. If
I move the main Outlook window, then maximized means that the message window
takes up the whole screen up till about halfway through the title bar of the
main Outlook window rather than the whole screen, which I can't figure out. I
tried restarting my computer and uninstalling the Office updates I just
installed, but it still does the same thing.
