Maybe it's part of that wonderful MS Messenger prattle client. I
remember doing some trials of Live programs (in a virtual machine) and a
couple of them were to "vibrate" when a message came in. Kill Messenger
and see what happens, or disable the integration option within Outlook
to disconnect it from Messenger.
The "Nudge" function in Windows Live Messenger only applies to the WLM chat
screen that is open at that time and the one chatting with you must sent a
nudge. It doesn't apply to Outlook.
