Why do rules stop running in Outlook - they run once then quit

These are simple rules: look for a specific email address and move into a
folder. They work fine when I run them manually but will not run
automatically more than once. I have tried using the exact email address and
also looking for specific words in sender address - neither works.

I have the same problems. Except for me, the rules run automatically
sometimes, and some times they don't.
