Why do some files stay unmatched when I publish FrontPage online?

When I publish my FrontPage web site some of the files remain 'unmatched' and
have little blue arrows on them. If I manually copy them that fixes the
problem but that seems to be a waste of time since I haven't changed them.
What is going on?

Seems to be a glitch in FP.

If you select the local or remote side of the "publish" window, and just hit
refresh key (F5) it seems to fix it and change the status of those files
back to "unchanged" or whatever you wanted them to be.

I get that problem from time to time.
