Why do some menus disappear from the Tools menu in Visio 2002?

For some reason, when I start a new drawing in Visio 2002, some of the menus
in the Tool menu go blank. Also, the "Clip Art" selection disappears from
the menu choice. I've upgraded with Service Pack 2.
