Why do some zip codes display with a dash and others don't?

Although all my zip codes display in the table and query form with a dash,
reports and labels have some with a dash and some without. It does not seem
to matter that some have 5 numerals and some 9. I would like to have them
display with a dash only if there are 9.......any suggestions?
