Why do web pages open with shockwave flash?

All my web pages open with shockwave flash. I checked configeration editor
and they should open in frontpage. Pages open correctly in internet explorer
and windows explorer.

What is set as the default html editor in Internet Explorer > Tools > Internet Options >
Programs Tab??
