Why does a saved form look for this?

Infopath cannot open the following form.xml
The following form template for the form cannot be found
file....Microsoft\infopath\Designer\203c0b9620ea4194\manifest.xsf

??

When you're trying to open an XML file, that is just the data. InfoPath will
try to look for the original template so that it can show the data the way
it was intended.
The error message is just saying that it cannot find the template associated
with that XML file.

OK. But the form was published to a different location than it was looking
for. If I use the published location to fill out the form, shouldn't it go
back to the original location for the template?
