why does email format change from plain text to rich text

When I am using plain text format and insert a scanned file (pdf), Outlook
changes the format to rich text when I send the email. Some recipients can't
receive emils sent in rich text. How can I send attachments in plain text,
without changing to HTML format (which works ok)?
