Why does EULA appear every time I open Office 2000 application?

I have just installed legally licensed Office 2000 Pro onto a user's new
laptop (running Windows 2000) as administrator. My user, having logged in
with user rights, now has a EULA box appearing every time he opens any office
application which he has to accept before he can continue. Any ideas as to
how I can stop this irritation? I have installed Office 2k many times in
similar circumstances, but this has never happened before.

If you log in as Administrator, start one of the Office applications, accept
the EULA, log out as Administrator, log in as your user, and start one of the
Office applications, does the EULA box still come up?
