Why does Frontpage 2003 only open in safe mode

rusty

since the install of the upgrade from frontpage 2002 to frontpage 2003, it
will only open in safe mode. There are no disabled items. Anybody know how
to fix this?

After it opens, on the toolbar click Help > Detect and Repair.
