Why does frontpage insist on having several dialers in _vti_pvt?

Every time I create a web in frontpage 2003, it creates 5 dialers in
_vti_pvt. Whenever I delete them, it insists on having them in there,
refusing to edit the pages without them. Why does it want the dialers?

Those are not actually "dialers" they just happen to be mislabeled as such.

What they actually are, is the metadata files used by FrontPage to manage your website.
they contain information such as:
What pages are linked to what pages.
When the page was last updated.
And much more.

Leave them alone and do "not" delete them.

If you are curious, you can drag them into Notepad to look at them to see
what they contain.

But in general, don't mess with them.
