Why does meeting request sent through OWA show as text only?

When a meeting request is sent through outlook, the recipient is able to
accept or decline (this is true as long as "allow rich text" is checked).
However, when using OWA to send a meeting request, the recipient (if outside
of our mail server) will only get the notification as a text message, not a
meeting request. If inside of our mail server, it will be delivered
normally. Is there some setting required for OWA to work properly when
calendaring?
