Why does my formatting (underline/ bold etc) apply to whole doc?

Suddenly whenever I apply formatting (eg underline, bullet, bold etc) to a
highlighted piece of text, Word applies the instruction to the whole
document. I can then undo to get just the highlighted text formatted.
Anyone any clues why this is happening? Initially, I thought this was just a
Word problem, but today in a different website building package- after
cutting and pasting text from Word, I experienced the same type of problem.
Any help would be appreciated.

Using Microsoft Office 2003.
