why does norton internet security block all incoming outlook 03 em

When I leave norton internet security (symantec) activated I can not retreive
out look 2003 email messages. When I try doing this my computer gets hung up
and I have to shut it down. When I shut it down (after attempting to
download outlook messages with norton internet security left on) it takes
about 5 minutes longer than usual to complete because it seems to be trying
to repair something before the shutdown.

Sometimes when I restart after the outlook trouble I get a message that I
had a serious error during shutdown which was successfully repaired.

Has anyone experienced similar conflict problems with the norton (symantec)
products.
