I wish someone had answered you since I am researching this for one of our users. I see that Microsoft mentions that when you add an attendee to a recurring meeting that was not an original attendee it will do this but the only reference I have found is buried in the below link with no real explanation. The way to fix it is to just recreate the recurring meeting with the people you want or deal with the newly invited getting the two messages. They also have to be careful to process both invites in order to have the correct entries on their calendars. If anyone has a better explanation please let us know.
