Why does Outlook bump off the internet when sending email?

It can receive email, just seldom will send (like 97% failure). When we
tried using a freebie AOL, the email would send with no problem. We have
checked the modem, the phone line and our server. It has been suggested by a
repairman that it sounds like the problem is in Outlook Express itself.
Also, when trying to install things into the PCI slots, they would not run
and the repairman said the slots were shot and the mainboard is faulty. Is
there hope for our computer? It is a Compaq Presario with Windows XP
(originally ME).

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com. That's MS's public news server that's the
source
for all the microsoft.public newsgroups.

The problem occurs on Outlook as well as Outlook Express. Does that help or
confuse what the problem could be?
