why does outlook say it is off line?

I have been trying to configure outlook ever since I put in a new hard drive.
I can't send or receive and I get the message outlook is off line. The
settings are the same as my server and I can receive and send mail through
telus. Any ideas what could be blocking outlook. I've tried turning off the
firewall and disabling avg antivirus. No change. I'm waitng for the sevice
pack 1 and 2 for microsoft office on disk as I am on dialup.I have 2003
edition. Any help appreciated.
