why does outlook say "the infomation store not available"

how do i fix this so that i can use outlook 2003 instead of outlook express.
it is also telling me that the "Connection to the Microsoft Exchange Serveris
unavailable. Outlook must be online or connected to complete this action"
HELP! lol

Create a new profile via the Mail icon in Control Panel and add a POP3 or
IMAP account and set that as the profiel to start Outlook with. Your
Exchange server associated with your current Outlook profile is not
accessible.

thanks, I tried all of that, but its still not working. It won't even let me
open outlook 2003 at all. it keeps giving me the same message. any other
suggestions??
