Why does Outlook synchronize always when i change the folder?

Outlook 2003 Always tries to synchronise with the folder. I am using MSN id
which is HTTP based Service. So this process consumes a lot of time. Also i
dont find any place to download the folder on my system for offline viewing
later. This was already present in Outlook Express. What have happened with
Outlook 2003
