Why does outlook transform apostrophes into question marks in my e

Every email I send the apostrophes or dashes or transformed into question
marks. Does anyone know how to fix this?

Sounds like your encoding settings are different from the ones the receiver
is using. Make sure your Office Language Options are set properly:
