Why Does Picture Manager Thumbnail show thousands of images?

When I open a picture in Picture Manager and then click the thumbnail link, I
get thousands of pictures and images. I've tried to select all, delete, then
empty the trash bin, but they always seem to return. Why is this happening
and how can I stop/control it?
