Why does size of picture change when it is inserted?

Hi,
W97, PS7
Hi, I have edited a photo in ps, saved as a tiff at say 2" x 3". When I
insert it into my Word document the size is always larger and I have to
reformat in Word. Can you tell me why this extra step is needed.
